Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) Director Michael R. Bromwich on Monday announced several key appointments to high-level positions in the two new, independent agencies that will carry out the offshore energy management and enforcement functions currently under the jurisdiction of BOEMRE. The Bureau of Ocean Energy Management (BOEM) and the Bureau of Safety and Environmental Enforcement (BSEE) will begin operating on October 1, 2011.

"I am pleased to announce my selection of a group of exceptionally qualified individuals," said Director Bromwich. "Throughout the recruitment process, we have looked for leaders who are technically skilled and experienced, and who can lead our ongoing efforts to enhance the safety of offshore exploration and production. The new leadership represents a combination of talented people from inside the agency with an exceptionally well-qualified group of people recruited from outside the agency."

BOEM will be responsible for managing development of the nation's offshore resources in an environmentally and economically responsible way. Functions will include: Leasing, Plan Administration, Environmental Studies, National Environmental Policy Act Analysis, Resource Evaluation, Economic Analysis and the Renewable Energy Program.

Some of the key leaders for BOEM will include:
  • Dr. Walter D. Cruickshank, who will serve as the BOEM Deputy Director. Dr. Cruickshank has more than 25 years of experience at the Department of Interior. He most recently served as the BOEMRE Deputy Director. He earned a Bachelor of Arts in Geological Sciences from Cornell University and Doctorate in Mineral Economics from the Pennsylvania State University.
  • Renee Orr, who will serve as BOEM's Strategic Resources Chief in BOEM. She has more than 23 years of experience with the Department of the Interior. Ms. Orr has overseen the staff implementation teams that have been at the core of the bureau's reorganization effort, and previously served as Chief of Leasing where she was responsible for the development and completion of several 5-Year Oil and Gas Leasing Programs. She earned Bachelor of Arts degrees in Economics and History from Metropolitan State College in Denver.
  • Maureen Bornholdt, who will serve as the BOEM Renewables Chief. Ms. Bornholdt has more than 27 years of experience with the Department of the Interior. She most recently served as the Project Manager for BOEMRE's Offshore Renewable Energy Program. Ms. Bornholdt earned a Bachelor of Science in Public Administration from George Mason University.
  • Ellen G. Aronson, who will serve as the BOEM Pacific Region Director. Ms. Aronson has over 33 years of experience with the Department of the Interior. She most recently served as the BOEMRE Pacific Region Director. Ms. Aronson earned a Bachelor of Arts in Liberal Arts from Sara Lawrence College and a Master's of Urban and Regional Planning from the University of Southern California.
  • Dr. James Kendall, who will serve as the BOEM Alaska Region Director. Dr. Kendall has over 27 years of experience with the Department of the Interior. He most recently served as the BOEMRE Alaska Region Director. Dr. Kendall earned a bachelor's degree in biology from Old Dominion University, Ph.D. in oceanography from Texas A&M University, and a Post-doctoral Fellowship in Marine Biology from the Hebrew University of Jerusalem, Israel. He is also a graduate of the Federal Executive Institute, Charlottesville, Virginia, and the Senior Executive Fellows Program of the John F. Kennedy School of Government at Harvard University.
  • John Rodi, who has been the Deputy Regional Director of BOEMRE's Gulf of Mexico Region since November 2007 and will serve as the BOEM Gulf of Mexico Acting Regional Director until a permanent Regional Director is selected. Mr. Rodi has more than 40 years of federal service with five different agencies. Mr. Rodi has both Bachelor and Master Degrees in Economics from Tulane University and the University of New Orleans, respectively.

BSEE will enforce safety and environmental regulations. Functions will include: All field operations including Permitting and Research, Inspections, Offshore Regulatory Programs, Oil Spill Response, and newly formed Training and Environmental Compliance functions.

Some of the key leaders for BSEE will include:
  • Charles Barbee, who will serve as the BSEE Chief of the Environmental Enforcement Division. Mr. Barbee has more than 20 years of experience with the U.S. Coast Guard. Most recently, he was the Coast Guard's program manager for both marine investigations and environmental crime. During his career, Mr. Barbee has specialized in oil spill contingency planning, pollution investigation and response, marine inspections and marine casualty investigations. He graduated and received his commission from the U.S. Coast Guard Academy and earned a Master's Degree in Organizational Management from the University of Phoenix.
  • Chris Barry, who will serve as the BSEE Director of the National Offshore Training Center. Mr. Barry currently serves as Chief of National Training and Leadership for the Federal Emergency Management Agency in the National Preparedness Directorate. He earned a Bachelor of Arts (dual) degree in Art History and Special Education and a Master of Instructional Systems Design.
  • David Moore, who will serve as the BSEE Oil Spill Response Supervisor. Mr. Moore has more than 14 years of experience with the Department of the Interior. He most recently served as the Coordinator of BOEMRE's Oil Spill Program. He earned a Master of Engineering degree from Tulane University and a Master of Urban and Regional Planning degree from the University of New Orleans.
  • Bob Brown, who will serve as the BSEE Associate Director for Administration. Mr. Brown has more than 30 years of experience at the Department of the Interior, Small Business Administration and U.S. Navy. He most recently served as the BOEMRE Associate Director for Administration and Budget and Chief Information Officer. Mr. Brown earned a Bachelor of Arts degree from Seton Hall University and pursued post-graduate studies in History at Georgetown University.
  • Lars Herbst, who will serve as the BSEE Gulf of Mexico Regional Director. Mr. Herbst has over 27 years of experience with the Department of the Interior. He most recently served as the Gulf of Mexico Regional Director for BOEMRE. He is a registered professional engineer in the State of Louisiana and earned a Bachelor of Science in Petroleum Engineering from Louisiana State University.
  • Jaron E. Ming, who will serve as the BSEE Pacific Region Director. Mr. Ming most recently served as the Pacific Region's Lead Leasing Specialist. He previously served as the Senior Policy Advisor to the Regional Director. He started his career in the federal government as a Presidential Management Fellow. Mr. Ming earned a Bachelor of Arts degree from Georgetown University, a Master of Arts degree in Marine Affairs and Policy from the University of Miami's Rosenstiel School of Marine and Atmospheric Science, and a Juris Doctorate degree from the University of Miami School of Law.
  • Mark Fesmire, who will serve as the BSEE Alaska Region Director. Mr. Fesmire most recently served in the New Mexico Energy Minerals and Natural Resources Department, where he has was the Director of the state oil and gas regulatory agency and Chairman of the Oil and Gas Commission for the past seven years. Prior to attending New Mexico State University where he received bachelor's degrees in Geological and Civil Engineering, Mr. Fesmire worked in the offshore oil fields of the Gulf of Mexico. After 12 years as a petroleum engineer, he completed Law School at the Texas Tech University School of Law. He is a Registered Professional Petroleum Engineer and Licensed Attorney.

BSEE is currently accepting applications for the Deputy Director position.

2H Offshore announced two new appointments. Tim Eyles becomes the managing director of the 2H Offshore group of companies. He will also continue to share the running of 2H Offshore's engineering office in Woking, UK.

At the same time, David Walters, joint leader of the company's Houston, USA, office, has been added to the 2H Offshore global management team as a principal director.

Eyles and Walters joined 2H Offshore in 1998 and 1997 respectively, both directly after graduating from the University of Surrey, UK.

Odfjell Drilling has signed a management agreement for the semisubmersible drilling rig Island Innovator owned by Marine Accurate Well ASA – Maracc (OTC MARA). The rig will be ready for operations in Norway 4Q 2012.

Odfjell Drilling CEO Simen Lieungh stated, "We are very pleased to announce this management agreement with Marine Accurate Well
ASA for the Island Innovator. The expansion of the Odfjell Drilling management portfolio is a part of the company growth strategy, and we will actively tender the rig both in Norway and Internationally. The Island Innovator is a drilling and intervention rig perfect for
operations at the NCS among others. We are looking forward to a prosperous and successful collaboration with Marine Accurate Well ASA."

Odfjell Drilling will be responsible for management including crew, quality systems and technical operation. The co-operation will start immediately and Odfjell Drilling will commence mobilization of personnel and crew into the project and the operation.

The rig is currently under completion at Cosco in China. The rig will be ready for operations in Norway 4Q 2012.

Peter joins GL Noble Denton from global engineering software provider Intergraph, where he was Senior Vice President for the Asia Pacific region. Terry B. Bonno has been promoted to Senior Vice President, Marketing, for Transocean Ltd. She previously served as Vice President, Marketing.

Ms. Bonno has approximately 30 years of industry experience, including 17 years with Global Marine Inc. and Applied Drilling Technology Inc., two subsidiaries of GlobalSantaFe Corporation assumed in a 2007 merger. Her prior service also includes management positions in marketing, accounting and corporate planning functions.

A Certified Public Accountant, Ms. Bonno earned a Bachelor's degree in Business Administration, Accounting, from Stephen F. Austin State University.

In addition, Mark Monroe has been promoted to Vice President, Account Management, for Transocean. Based in Houston, he is responsible for overseeing our relationships with the key U.S. based customers.

Before being named to his new position, Mr. Monroeserved since 2010 as Managing Director, Marketing, responsible for customer relationships with major Customers such as BP, Exxon and Chevron as well as overseeing the development of the company's Customer Focus workshops. He joined a predecessor company Global Marine in 1983 as Manager, London Sales and Contracts and held numerous Marketing positions with Global Marine and GlobalSantaFe. In 2000, he was promoted to Vice President, Sales and Contracts with responsibility for the sales, contracts and marketing of the GlobalSantaFe fleet in North and South America, Southeast Asia and West Africa.

Mr. Monroe serves on the Board of Directors of the Offshore Energy Center, the Advisory Board of Spindletop International and is a member of the IADC (International Association of Drilling Contractors) and SPE (Society of Petroleum Engineers). He earned a Bachelor of Arts, Business Administration, degree from Texas Christian University in Fort Worth in 1976.

Effective from June 6, 2011, Frigstad Offshore Drilling (Cyprus) Ltd has entered into a marketing and management agreement for the Kan Tan IV semisubmersible drilling unit with the rig owners, Sinopec Star Petroleum Co Ltd, a subsidiary of the Sinopec Group.

Kan Tan IV is an Enhanced Pacesetter L907 delivered by FELS in Singapore in 1983, capable of operating in up to 2,000ft of water depth and equipped with a 18-3/4 15K BOP.

Frigstad Offshore has taken over full operational and commercial management of the rig from Maersk Drilling who has managed it for 10 years. Since 2001 the rig has operated in Mexico, Trinidad & Tobago and recently Australia and New Zealand where it drilled 11 wells and performed one subsea workover for a consortium of four operators. Kan Tan IV is currently at Keppel FELS in Singapore undergoing maintenance and special periodic survey. Significant investments have been made over the last five years to refurbish and upgrade the rig with e.g. new accommodation, new deck cranes, new shale shakers and new life boats.

The Kan Tan IV is currently being marketed by Frigstad Offshore for drilling contracts.

Established in Singapore in 1989, Frigstad Offshore is an independent drilling contractor offering a complete range of rig- and project management services to the offshore drilling industry. The Frigstad Offshore group has offices in Singapore, Cyprus, Norway and Brazil. Frigstad Offshore is currently managing the construction of two advanced ultra-deepwater semisubmersible drilling rigs, one of them being the Scarabeo 9 the first drilling unit of the Frigstad D90 design.

The Board has completed a review of the Cadogan Board structure and composition, with a view to putting in place a Board best suited to develop the Company, following the completion of the major transaction with Eni S.p.A.

As a result of this review, in order to manage the increased operational activity in Ukraine, Ian Baron becomes Chief Operating Officer, responsible for the Company's operations on all of its current licenses and technical support on new business activities. Bertrand des Pallieres, currently a non-executive Director, becomes Chief Executive Officer, focusing on the strategic development of the business, in particular new acquisitions, key government relationships and industrial partnerships. These appointments take immediate effect. As a consequence of this Bertrand will over the next few months relinquish his day to day responsibility as CEO of SPQR Holdings SAE. Gordon Stein will remain as Chief Financial Officer.

The new Board structure will consist of an independent non-executive Chairman, two further independent non-executive Directors, a non-executive Director appointed by SPQR Holdings SAE, and three executive Directors. The Board is satisfied that this structure complies with the UK Corporate Governance Code.

Philip Dayer (acting non-executive Chairman) and Nick Hooke (independent non-executive Director) have tendered their resignations as non-executive directors, with immediate effect, as they believe that there should be more independent directors on the Board in view of SPQR Holding's substantial shareholding, despite the proposed structure complying with the Code. The Board would like to thank both Philip Dayer and Nick Hooke for their contributions to the Company since its IPO in 2008.

Mr. Zev Furst has joined the Board as a non-executive Director and will act as interim Chairman and will lead the recruitment process for a permanent Chairman and further independent non-executive Directors. It is anticipated that these further appointments to the Board will be announced by the end of September 2011.

Mr. Furst is a leading global business and communications strategist who has advised political leaders, foreign principals and corporate executives of Fortune 100 companies. He is the Chairman and CEO of First International Resources, an international corporate and political consulting firm he founded in 1992. In recent years, he has also advised and consulted with candidates running for national office in Israel, Japan, Mexico and Ukraine. In 1986, Mr. Furst was a founding partner of Meridian Resources and Development Ltd., an international commodities trading company specializing in chemicals and petroleum products. Mr. Furst currently serves as Chairman of the International Board of the Peres Center for Peace and is a member of the Advisory Board of the Kennan Institute in Washington, DC. He has written and lectured extensively on international affairs, business and political strategy and the role of media in politics and diplomacy. Any matters to be disclosed under paragraph 9.6.13 of the Listing Rules will be announced in due course.

Magnum Hunter announced several management changes in the Company's finance department. Victor Ponce de Leon is being transferred in a lateral position and will now work at two of the Company's wholly-owned subsidiaries, Eureka Hunter Pipeline, LLC and Energy Hunter Securities, LLC.

Mr. Ponce de Leon has over 15 years of experience in the energy sector, with the last two years having served as Vice President of Finance and Treasurer at Magnum Hunter. He has previous experience as an Investment Banker with Morgan Keegan and West LB, having worked on numerous energy related transactions, including structured and corporate financings, mergers and acquisitions and fairness opinions. Mr. Ponce de Leon has also worked as an equity research analyst covering the exploration and production sector for CIBC World markets, Credit Lyonnais and Jeffries & Co. He received a B.B.A. in Finance from the University of St. Thomas and a Certificate in Accounting from the University of Houston.

Additionally, the Company has promoted E. Gabe Scott to Assistant Vice President of Finance and Assistant Treasurer of the Company. Mr. Scott has been an employee of Magnum Hunter since January 2011. He has five years of corporate finance experience with increasing management responsibilities in the energy sector, having spent the last year as a Financial Analyst for the Company. His work related experience include four years in Senior Financial Analyst positions with an upstream energy company, an energy sector focused private equity firm and with a multinational global financial services provider. Mr. Scott was a full scholarship recipient and four year letterman in baseball at the University of Alabama receiving numerous honors and recognition such as serving as team co-captain for several years, being named an ESPN Academic All-American, recognized as the Outstanding Finance Undergraduate Student for two years, a Paul Bear Bryant Student Athlete of the Year Finalist in 2005, a National Collegiate Baseball Writers Association All-American in 2005, and a First Team All Southeastern Conference choice in 2005 amongst many other awards for both his academic and athletic achievements.

Jayne joins BMT Group having run her own management consultancy business for a number of years, specializing in the development of management systems which focused on both quality and the environment.

As part of the company's ongoing strategic growth plan Spectrum has announced considerable strengthening of the Executive Management Team with the appointment of a new Chief Financial Officer (CFO) and the creation of a Chief Operating Officer (COO) position.

Henning Olset has been appointed as the new CFO of Spectrum ASA with effect from May 1, 2011. Based in Oslo, Henning possesses more than 10 years of executive financial management experience. In his previous assignment Henning joined Staples in 2006 with the acquisition of Andvord Tybring-Gjedde ASA, where he was CFO. He was instrumental in the process of restructuring the company and in his period as head of finance, the Nordic business became one of the most profitable parts of the Staples organization.

Jan Schoolmeesters has been appointed COO of Spectrum. Jan possesses substantial experience in the seismic industry with both a technical, operational and commercial background. His latest position was with PGS as President of Asia Pacific. Jan will be based in Oslo and will start in his new position as soon as possible.

The current CFO, Rhys Edwards will from the same date take the position as Group Commercial Director. Rhys will be based in Woking, UK. In this new role Rhys will be responsible for ensuring a consistent and commercial strategy for the group, supporting the Divisional EVP's on commercial matters and undertaking additional strategic projects.

They bring a wealth of relevant experience and a deep understanding of the inherent challenges to a rapidly growing organisation," said Rune Eng, Spectrum's Chief Executive Officer. Besides these significant additions to the executive line-up, Spectrum has also expanded its UK Multi-Client team with the recruitment of two well-known names in the seismic industry. Jim Martin and Alan Tidey have both joined the company from senior positions at CGGVeritas. They take on the roles of Vice President of Business Development and Sales Manager respectively. Jim and Alan bring with them over 50 years of relevant industry experience.

Statoil has exercised options in the current framework agreement with AGR Field Operations for surface management services. The extension has an estimated total value of NOK 40 million over a period of 12 months. This contract has an estimated value of 300 million including remaining options.

AGR Field Operations will provide Surface Management services including AGR's proprietary SOLV™ concept to all Statoil on - offshore installations in Norway and on the Norwegian Continental shelf, a total of 44 installations.

Åge Landro, Executive Vice President of AGR Field Operations commented, "This extension will allow us to continue the current relationship between AGR Field Operations and Statoil all across their operations in the North Sea region. We see the extension as a confirmation from Statoil that our products and services are valuable in the effective management of their assets."

LNG Energy announced the hiring of three key people to further support the Company's development projects in Poland and Papua New Guinea.

Dr. Weldon Beauchamp has been appointed as the Company's Vice President, Exploration. Weldon has over 30 years of experience in the oil and gas industry. He worked for Sun International for 10 years, as a production geologist and an exploration geologist in the U.S., North Sea/Europe, Africa, South America, and the Middle East. Additionally, he worked for ARCO as a senior geophysicist in the Middle East, Africa, and South America, most recently as the New Venture Manager for TransAtlantic Petroleum in Morocco, Turkey and Romania.

Weldon received a B.A. degree in geology from New England College, a M.S. degree in Geology from Oklahoma State University, and a Ph.D. in Geophysics from Cornell University. With a strong background in structural geology, remote sensing and geophysics, he is a member of the American Association of Petroleum Geologists, certified by the State of Texas Board of Professional Geoscientists, Society of Exploration Geophysicists, American Geophysical Union, and Geological Society of America. He is an adjunct faculty member of the University of Texas at Dallas.

Trevor Tjostheim has been appointed as the Company's Vice President, Operations. Trevor has over 20 years of experience in the oil and gas industry. He worked for Petro-Canada for 9 years in various roles, the most recent specializing in design and program completion, workover and intervention operations in Syria. He has also held management roles for Daylight Energy and Codeco Energy Group providing project management and technical expertise for completion and workover projects in Canada, the USA and Papua New Guinea. Trevor received a Diploma in Petroleum Engineering from the Northern Alberta Institute of Technology and is a member of the Society of Petroleum Engineers and the Association of Science and Engineering Technology Professionals of Alberta.

Ms. Jenni Lean has been appointed as the Company's Country Manager, Papua New Guinea. Jenni has over 15 years of experience in the oil and gas industry and was most recently the CEO of Rift Oil, PLC from 2004 to 2009, a publically listed company where she was instrumental in the discovery of two wildcat gas discoveries in western Papua New Guinea. Jenni has also worked in senior roles in Indo-Pacific Energy and Austral Pacific Energy and received both a B.Sc. degree and an MBA from the Victoria University of Wellington, New Zealand.

White Marlin E&P announced the addition of two seasoned oil and gas executives to their management team. Robert (Don) Gray joins the company as Vice President of Land and Louis Romero as Vice President of Exploration. Each executive has over 30 years experience in their respective fields.

Mr. Gray joined White Marlin from Houston based Radiant Oil & Gas where he served as Vice President of Land and Land Manager. Prior to Radiant, Mr. Gray was Land Manager for Americo Energy Resources and Petro-Guard Operating Company. He has also been an Assistant Vice President for Bank One (now JP Morgan Chase), and Manager of the Oil & Gas Division at Capital Financial Group. Additionally, Mr. Gray was president and one of the founders of Sandstone Exploration, Inc., and he has acted as a land management consultant to numerous oil and gas exploration and production companies. He began his career as a Staff Landman with Hunt Oil Company in 1980 after attending the University of Texas in Austin where he majored in Government, accompanied by a minor in Petroleum Land Management. Mr. Gray is a member of the American Association of Professional Landmen and the Houston Association of Landmen.

Mr. Romero is a highly qualified professional geologist with over 30 years of domestic and international oil and gas experience. His background includes prospect generation, screening, and company operations and management for hydrocarbon exploration in many of the basins of North America and internationally in the Far East, South America and Africa. Some of his career accomplishments include significant oil and gas discoveries in the US Gulf Coast as an independent and company affiliated geologist. Louis has led the development of reserve additions totaling over 55 million barrels of oil resulting in $2.7 billion of economic impact. Louis has previously worked with Devon Energy, Ocean Energy (formerly Flores and Rucks), Sandefer Oil and Gas, Crown Central Petroleum, Transco Exploration, and as an independent producer. Louis is a member of AAPG, Houston Geological Society, and the Lafayette Geological Society.

Maersk Oil is participating in a new deepwater well in the U.S. Gulf of Mexico after operator Chevron received a drilling permit from the Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE).

The permit marks the restart of the drilling campaigns Maersk Oil has been a part of in the U.S. Gulf of Mexico after deepwater activities were suspended last year as a consequence of the Deepwater Horizon accident.

"We are very pleased that this permit has been issued as it will allow us to move forward with appraisal activities on the exciting Buckskin prospect," said Bruce Laws, President at Maersk Oil in the U.S.

"The U.S. Gulf of Mexico remains a world class region for exploration and production and we look forward to continuing our work there with our partners."

The Buckskin appraisal well is located in the Keathley Canyon in Block 785, offshore Louisiana, at water depth of 6,540 feet. It is being drilled 8 kilometers from the discovery well that encountered oil in 2008 with drillship Discoverer Deep Seas.

Drilling began on May 16, 2011 and the planned total depth is 29,400 feet. Drilling will last some 136 days.

Chevron is operator of Buckskin, holding a 55% interest with Maersk Oil (20%), Repsol (12.5%) and Samson (12.5%) as co-owners.

Magnum Hunter Resources Corp. announced Wednesday the appointment of Presidents for each of the Company's three primary areas of geographic operations: (i) the Williston Basin, (ii) the Appalachian Basin, and (iii) the Eagle Ford Shale of Central and South Texas.

The appointment of these three new Divisional Presidents follows the tremendous growth Magnum Hunter has experienced with the recent closings of both the NGAS Resources acquisition on April 13, 2011 and the NuLoch Resources acquisition on May 3, 2011 which total in excess of $425 Million.

R. Glenn Dawson, President, Williston Hunter, Inc.

R. Glenn Dawson has been appointed President of the Company's Williston Basin Division and will work out of Magnum Hunter's new Denver, Colorado office as well as Calgary, Alberta. He joins the Company from NuLoch Resources where he previously served as President and CEO.

Dawson graduated in 1980 from Weber State University of Utah with a bachelor's degree in geology and attended the University of Calgary from 1980 to 1982 in the Masters Program for Geology.

In the early stages of his career, Dawson was employed as an exploration geologist by Sundance Oil and Gas, Inc., a public company located in Denver, Colorado, concentrating on their Canadian operations. From December 1985 to September 1998, Dawson held a variety of managerial and technical positions with Summit, including Vice President of Exploration, Exploration Manager and Chief Geologist.

Dawson held the position of Vice President of Exploration with PanAtlas from 1999 until its acquisition by Velvet. Mr. Dawson was a co-founder of TriLoch in 2001, which ultimately became NuLoch Resources, Inc. He has over 20 years of experience in oil and gas exploration in North America. His principal responsibilities have involved the generation and evaluation of drilling prospects and production acquisition opportunities.

James W. Denny III, President, Triad Hunter, LLC

Jim Denny has been reappointed President of Magnum Hunter's Appalachian Basin Division through its wholly owned subsidiary, Triad Hunter, LLC. Denny has served as President of Triad Hunter, LLC since the acquisition of the assets of privately-held Triad Energy Corporation out of bankruptcy in February 2010. With the April 13, 2011 acquisition of NGAS Resources, Denny became responsible for managing and integrating the operations of NGAS into Triad Hunter.

Denny has more than 40 years of industry experience having served as President and CEO of Gulf Energy Management, a wholly owned subsidiary of Harken Energy Corporation. He is a registered Professional Engineer (Louisiana) and is a Certified Earth Scientist.

Denny is also a member of various industry associations, including the American Petroleum Institute, National Society of Professional Engineers, Society of Petroleum Engineers, and the Society of Petroleum Evaluation Engineers. He is a graduate of the University of Louisiana-Lafayette with a bachelor's degree in petroleum engineering.

H.C. "Kip" Ferguson III, President, Eagle Ford Hunter, Inc.

H.C. "Kip" Ferguson III has been appointed President of the Company's Eagle Ford Shale Division, now called Eagle Ford Hunter, Inc. (formerly Sharon Hunter, Inc.). He will be responsible for all of Magnum Hunter's operational activities in the oil window of the Eagle Ford Shale play located in Central and South Texas where the Company is extremely active.

Ferguson was formerly President of Sharon Resources, Inc. and joined the Company as Executive Vice President of Exploration on September 30, 2009 with the acquisition of Sharon Resources by Magnum Hunter. Ferguson brings more than 20 years of exploration and development experience in several major U.S. basins, and is a third generation geologist and holds a bachelor's degree in geology from the University of Texas at Austin.

EnCore announced the following changes to its Board of Directors.

Non-Executive Director, L. Keith Hughes has tendered his resignation with immediate effect. Keith has recently become a senior partner at a law firm which has a general policy prohibiting partners holding non-executive directorships with for-profit companies. Keith has been on the EnCore Board since October 2009.

A new Non-Executive Director, Vivien Gibney (formerly Gaymer) has been appointed to the Board with immediate effect. Qualified as a barrister, Vivien has over 26 years’ experience within the oil and gas industry. Vivien’s previous roles include nine years at Mobil as Legal Counsel, and prior to her retirement, more than 17 years at Enterprise Oil plc where she undertook various roles including Head of Legal, Head of Human Resources and Company Secretary for the Group.

Christine Wheeler OBE, EnCore’s Chairman, commented, "On behalf of the EnCore Board, I would like to thank Keith for his invaluable service as a Non-Executive Director of Encore over the last 18 months and as a trusted adviser in the five years before that. Seadrill has entered into an agreement to sell the newly built jack-up drilling rig West Juno to an undisclosed buyer incorporated in the UK for a total consideration of US $248.5 million.

Seadrill expects to record a gain on sale of approximately US $18 million on closing. Closing of the agreement and the transfer of ownership of the unit is scheduled upon completion of the rig's present drilling assignment late second quarter or early third quarter 2011. Seadrill expects to have an EBITDA contribution from the rig in the period up to closing of approximately US $6 million.

Alf C Thorkildsen, CEO of Seadrill Management AS, said, "We are continuously evaluating sale and purchase opportunities in order to maximize the long term return for our shareholders. This dynamic approach can from time to time lead to divestments and reallocation of capital. We have through the sale of West Juno at an attractive price been able to monetize the underlying strength of the jack up market. Although we remain optimistic on the market outlook for premium jack-up rigs, we have decided to relocate the proceeds to fund investment in other new unit as we since October 2010 have committed to investing US $4.7 billion in newbuildings."

Seadrill's fleet of jack-up rigs remains the world largest modern jack-up fleet with a total of 19 units built after 2006. Furthermore Seadrill has options for construction of further six units at attractive prices compared to going market prices.

Seadrill has exercised an option to build a new ultra-deepwater dual derrick drillship at the Samsung yard in South Korea. Total project price is estimated at US $600 million (includes project management, drilling and handling tools, spares, capitalized interest and operations preparations). The delivery is scheduled for the third quarter 2013.

The new unit is similar to the two drillships Seadrill ordered from Samsung in November 2010 with enhanced water depth capacity, technical capabilities as well as increased accommodation capacity compared to previous generation drillships.

The dynamic positioning drillship, will be capable of operations in water depths up to 12,000 feet, and will have a hook load capability of 1,250 tons. This rig is also outfitted with seven ram configuration of the BOP (Blow Out Preventer) stack, especially targeting operations in challenging areas such as the Gulf of Mexico, Brazil and West Africa. Furthermore, the drillship will be equipped with a 165 ton capacity heave compensated crane enhancing the unit's operational flexibility and facilitating lifts on the seabed in water depths up to 3,000 meters.

Seadrill has simultaneously secured an extension of the maturity date for a further option agreement to build its seventh drillship to be delivered from Samsung since 2008. Seadrill has currently no specific plan to exercise this option, but might consider it if the strong underlying trend currently seen in the deep water market continues.

We have had excellent experience with the Samsung yard and this design and are confident that the unit will be delivered on time and budget once again."

"The strengthening of Seadrill's equity basis through the recently announced bond conversion creates financial flexibility for growing the company further without raising additional equity. The current long-term dayrates give a healthy return on the investment, with further upside if the market strengthens as a result of the strong trend in the oil price.

The project will based on current dayrates and anticipated financing increase Seadrill's dividend capacity going forward. The ordering of the new drillship further confirms Seadrill's commitment to remain a growth company, with the target of reaching US $3 billion in EBITDA in the coming years."
