GL Noble Denton has appointed Peter Russell-Smith to its Management Team as Executive Vice President for Business Development, General Manager.

A qualified engineer and certified management accountant, Peter brings considerable energy industry and business consultancy experience to GL Noble Denton, where he will play a lead role in developing the company's product and service offerings, business development activity and management systems during a period of significant growth.

Peter joins GL Noble Denton from global engineering software provider Intergraph, where he was Senior Vice President for the Asia Pacific region. He has also held international leadership positions at Hewlett Packard and PricewaterhouseCoopers, where he fostered successful business expansion in the divisions for which he was responsible.

Commenting on Peter's appointment, GL Executive Board Member Pekka Paasivaara said, "We are delighted to welcome Peter to the GL Noble Denton Management Team. QGC has selected GL Noble Denton to provide verification services for the development of the Queensland Curtis Liquefied Natural Gas (LNG) project, which is expected to supply more than 8.5 million tonnes of LNG per annum through the development of two
LNG trains.

GL Noble Denton's experts will oversee the pipeline construction portion of the project over a two-year period. The company will supply
inspection services for the installation of the 540 kilometer underground line between natural gas fields in Australia's Surat Basin
and a natural gas liquefaction plant on Curtis Island near Gladstone on Queensland's coast.

The quality assurance and control contract was awarded to GL Noble Denton following the successful completion of an in-depth study into the production capacity of the LNG plant design that will be built on Curtis Island. GL Noble Denton used its in-house Monte Carlo simulation software, OPTAGON to provide a holistic assessment of the ability of the LNG plant to meet its intended use. The model also identifies equipment criticality and their contributions to unplanned downtime, and has provided results that have added significant strategic and operational value to the project.

Oil and gas industry professionals are divided in opinion on whether the price of a barrel of oil will exceed $150 by the end of 2011, according to an Industry Snapshot poll conducted by GL Noble Denton at the SPE Offshore Technology Conference (OTC) 2011 in Houston. 52% of participants believed that oil will not exceed $150 per barrel by the end of 2011, while 48% thought it would.

Nearly three quarters (72%) of participants in the research also felt that the industry is not doing enough to avert an impending shortage of technical professionals, while 28% felt the industry is providing enough support to attract future technical talent.

When asked whether post-Macondo regulation is likely to have a negative impact upon their business, nearly two-thirds (61%) of participants in the poll thought that it would, while 39% felt an impending revision of industry regulation following last year's Deepwater Horizon disaster would not cause harm.

John Wishart, President of GL Noble Denton, said, "Our Industry Snapshot poll has provided the opportunity for oil and gas professionals to give their opinion on some of the most important issues facing the sector. The results show that the opinion regarding the future price of oil is split, and that the full regulatory impact of last year's Macondo incident has raised concerns over potential higher operating costs.

"The poll also sends a clear message that the oil and gas sector needs to work together more cohesively to help educate emerging young talent about the benefits of joining the industry."

GL Noble Denton has published a new Guideline for the certification of blow-out preventers (BOPs). The Guideline clearly defines the process to be undertaken by independent third party certification bodies in certifying the integrity of the asset, which monitors and controls the flow of oil and gas wells.

The publication of the Guideline follows the first anniversary of the Macondo oil field incident in the Gulf of Mexico, during which the failure of the BOP from the Deepwater Horizon drilling rig contributed to lost lives and environmental damage. The event has highlighted the crucial need for operators to thoroughly inspect the reliability of this critical piece of safety equipment on a regular basis.

Since the Macondo incident, the oil and gas sector has placed increased emphasis on the inspection and testing of BOPs to ensure compliance with industry standards. The new Guideline published by GL Noble Denton provides rules and procedures for certifying BOPs throughout their lifecycle, from the design and manufacture phase through to annual inspection during operation.

The Guideline will be used by GL Noble Denton as the standard to which the company will inspect and certify BOPs as part of its certification services for sub-sea drilling assets for its clients, who include some of the oil and gas industry's best known exploration and production companies. It has been published using the combined expertise of the GL Group's experienced engineers in Houston, Aberdeen, Sandefjord and Hamburg.

The Guideline is divided into four distinct sections:
  • The general certification process of a blow-out preventer, from the submission of a client's application for certification to the distribution of a certificate after design review and the regular review of the asset's integrity during operation.
  • The procedures that should be undertaken on a BOP to demonstrate its integrity to a third party such as GL Noble Denton, including methods to identify potential failures and their consequences.
  • The major design requirements of a BOP, based on internationally accepted codes and standards.
  • The inspections and tests that should be undertaken throughout the lifecycle of a BOP, including factory acceptance tests, site integration tests, annual inspections and inspections after modification.

GL Noble Denton has been appointed by the Irish Commission for Energy Regulation (CER) to assist in developing Ireland's new Petroleum Safety Framework (PSF).

Once complete, the Petroleum Safety Framework will create a system that allows the CER to assess and monitor the safety of Ireland's petroleum industry. The half-million Euro project will outline how safety will be regulated for each stage of the life-cycle of Ireland's petroleum assets, from design, construction and operation to maintenance, modification and decommissioning of the full range of assets for which the regulations are deemed to apply.

During the development of the Framework, GL Noble Denton's consultants will form an extension of the CER team, working with the Irish public, oil and gas operators, statutory bodies and other interested parties to research and develop a world-class set of regulations.

GL Noble Denton will work with the CER in developing a range of discussion, consultation and decision papers for the new PSF over 2011 and 2012, using experienced technical advisers based on-site at the Commission's headquarters in Dublin and at GL Noble Denton offices. The GL Noble Denton project team will work with the CER to undertake a period of extensive consultation with key stakeholders in the lead up to finalizing the Petroleum Safety Framework.

GL Noble Denton has developed a track record in assisting authorities and operators in developing, influencing and interpreting regulatory policies, with particular expertise in the UK, Norway, USA, Australia and Singapore. The experience gained in working with safety regulations in these countries will help form the CER's approach to developing Ireland's Petroleum Safety Framework.
