Vietnam National Petroleum Corp. (Petrolimex) on Saturday received an investment license in Laos.

The investment license granting ceremony was held during the Vietnam-Laos Cooperation and Investment Conference at the International Convention Center with the presence of H.E Prime Minister Nguyen Tan Dung of the Socialist Republic of Vietnam Government and H.E Prime Minister Thongsing Thammavong of the People's Democratic Republic of Laos Government.

Petrolimex investment project in Laos was granted license No. 452/BKHDT-DTRNN of June 21st, 2011, by which Petrolimex would directly conduct business activities in Laos with the cooperation of Chevron.

Chevron is the world third-largest oil group in oil reserve and the fourth largest in oil and natural gas exploitation.

Petrolimex and Chevron are partners in energy sector, having good cooperation and mutual trust.

This investment project in Laos is in line with Petrolimex development strategy. Besides, the project contributes to the materialization of agreements between Vietnam-Laos governments in the direction of all-sided cooperation, in conformity with the tradition of friendship and special solidarity between Vietnam and Laos.

Tethys announced that it understands that the Chinese State Oil Company, CNPC, has won the tender for the Kashkari, Bazarkhami and Zamarudsay blocks in Northern Afghanistan which Tethys was also bidding for.

As a commercial oil and gas company Tethys could not offer the same terms as CNPC which, in Tethys' view, would make the project non-commercial. Tethys still believes there is good oil and gas potential in Afghanistan and will evaluate any other future opportunities there.

Tethys is focused on oil and gas exploration and production activities in Central Asia with activities currently in the Republics of Tajikistan, Kazakhstan and Uzbekistan. This highly prolific oil and gas area is rapidly developing and Tethys believes that significant potential exists in both exploration and in discovered deposits.

GDF SUEZ E&P UK Ltd has awarded two significant contracts to Petrofac Offshore Engineering & Operations (OE&O), which will create an estimated 100 new jobs in the North Sea over the next five years.

The integrated services contract (ISC) and engineering services contract (ESC), which start in August 2011, have a combined value of £30 million over three years, with a two year option. The work scope includes the provision of operations, maintenance, engineering and general support services to assist GDF SUEZ E&P UK as it becomes a UKCS (UK Continental Shelf) duty holder for its operated projects, which include notably Cygnus in the Southern North Sea.

Jean-Claude Perdigues, managing director at GDF SUEZ E&P UK, said: "These two new contracts represent a significant milestone for GDF SUEZ E&P UK and will help the company to conduct its North Sea operations safely, efficiently and cost effectively. Cygnus is one of the most significant undeveloped gas fields in the United Kingdom Continental Shelf. Analysis of the results from the discovery well and six appraisal wells, together with 3-D seismic evaluations, has led to a preliminary ultimate recovery estimate of at least 15 billion m3 of natural gas and potentially up to 28 billion m3.The development plan is for a four platform complex with two drilling centres and up to 10 wells. Final negotiations are underway on the export route. Project sanction is expected for Q1 2012.

KBR was awarded a contract by BP NORGE AS (BP) to execute pre-front-end engineering and design (pre-FEED) engineering studies for the Hod Re-Development (HRD) Project, operating on behalf of BP and HESS NORGE AS.

KBR’s contract includes engineering services for the development of a replacement stand alone wellhead platform in the Norwegian sector of the North Sea. The pre-FEED study will provide the basis for a decision to progress to the Define Stage of the Hod Re-Development Project.

OEG Offshore (OEG) has been awarded a series of contracts worth £1.3 million ($2.08 million USD) with Schlumberger, Schilling Robotic, Sub Atlantic and Halliburton.

OEG's Aberdeen design and manufacturing base will supply a Zone 2, A60 fire rated DNV271 integrated module design to house Variable Speed Drives (VSDs) for Schlumberger.

The company will also deliver 11 specialist A60 fire rated, DNV 271 ROV control and maintenance workshop units to Schilling Robotic and Sub Atlantic for various projects around the world. The modules have been designed to meet international standards to allow a high degree of flexibility geographically.

OEG will also deliver specialist Zone 2 test cabins to Halliburton for use in West Africa. The cabins will be used by offshore well service personnel and have been designed and manufactured utilizing OEG's standard engineering cabin design providing commercial and delivery advantages.

Pacific Drilling announced that its ultra-deepwater drillship the Pacific Mistral has been awarded a three-year contract by Petróleo Brasileiro S.A. (Petrobras) for operations in Brazil. The contract is expected to commence in the fourth quarter of 2011, and estimated maximum contract revenues, including mobilization and client requested modifications, are expected to be approximately $536 million.

Pacific Drilling Chief Executive Officer Chris Beckett stated, "We are pleased to announce the beginning of a core, strategic relationship with Petrobras. This contract for the Pacific Mistral underscores our commitment to work with the best operators in the industry and also expands our operating presence in the Atlantic Basin, a region of focus for our activities."

The Pacific Mistral was delivered by Samsung Heavy Industries in June 2011. The rig is equipped for and capable of operating in water depths of up to 12,000 feet and drilling wells 37,500 feet deep.

TWMA has won its first offshore service contract in West Africa, signifying its intention to expand its business in this important region.

The contract was awarded by AGR Petroleum Services and is worth around £1million over six months. It covers supply, installation and operation of an integrated drilling waste management solution.

TWMA will provide a range of solids control technologies to AGR for its drilling campaign in the Hyperdynamics' concession offshore the Republic of Guinea.

The drillship Jasper Explorer has been contracted by AGR, on behalf of Hyperdynamics, for this exploration project. It will leave Singapore where it is currently based for Conakry in Guinea later this month with drilling due to commence in August.

The service package, which includes cuttings dryers, centrifuges and pumps along with TWMA's field proven CCDS cuttings handling, storage and transfer system has been deployed from TWMA's facilities in Aberdeen, UK, and Egypt.

A crew of up to 15 technicians will be mobilized from Aberdeen to install the equipment on the drillship and a team will remain onboard for the duration of AGR's drill program.

Ronnie Garrick, managing director of TWMA, said, "West Africa is a priority region for our ongoing internationalization plans and this landmark contract offshore Guinea provides a basis for us to continue expanding our waste management services in the region.

Shell cleared a major hurdle Thursday in its effort to begin a two-year drilling program in the Arctic Ocean next summer, receiving a conditional exploration permit from the federal agency that oversees off-shore oil development.

The company said it was buoyed by the morning announcement from the Interior Department's Bureau of Ocean Energy Management, Regulation and Enforcement, just as Interior Secretary Ken Salazar was preparing for an Alaska visit next week at the invitation of Sen. Lisa Murkowski, R-Alaska.

That congressional tour, which will also include Sen. Jack Reed, D-R.I., chairman of the Interior Appropriations Subcommittee, will focus on energy issues.

The exploration permit covers an overall program that would drill four wells over two years in Camden Bay of the Beaufort Sea, due north of the coastal plain of the Arctic National Wildlife Refuge.

But the permit is contingent on many other federal permits and approvals, among them governing air pollution from drill ships and companion vessels, oil-spill response plans, marine mammal protection and specific plans for each of the wells. A Shell spokesman in Alaska, Curtis Smith, said the company has been informed that at least the oil-spill response plan is near conclusion and will be approved next week.

Representatives of several environmental organizations, in a joint telephone news conference from Washington, D.C., said they were disappointed by the decision and were studying whether to challenge it in court. Erik Grafe, an Anchorage-based attorney for Earthjustice, said they had 60 days to file a lawsuit.

Grafe and the others said the federal approval was granted before Shell proved it could clean up an oil spill in the Arctic. They said the drilling program should have been subject to a full-blown environmental impact statement with public comment and additional research, not the more limited environmental assessment that the agency conducted.

The agency found no evidence that Shell's exploration "would significantly affect the quality of the human environment," a key for rejecting the need for an environmental impact statement.

Shell is also seeking authorization to drill in the Chukchi Sea about the same time as in the Beaufort. That application is pending.

Alaska's congressional delegation had been pressing for agency action this year and quickly praised the decision.

"Shell has been working to secure approval of this plan for over five years," Murkowski said in a prepared statement. "This is another positive step forward, and I'm hopeful that they will soon be able to move forward with exploration and production in the Beaufort."

She, U.S. Sen. Mark Begich, D-Alaska, and Rep. Don Young, R-Alaska, said the exploration project would create jobs and, if commercial development followed, could forestall problems with the trans-Alaska pipeline associated with declining oil flow.

Shell first won the Beaufort leases in 2005 and 2007. The company began applying for permits, but the Deepwater Horizon oil spill in the Gulf of Mexico in 2010, and the moratorium on new offshore drilling that followed, set Shell back.

In the aftermath of the spill, Shell bolstered its oil-spill prevention and response capability. On the federal side, one government agency, the Minerals Management Service, was replaced with another, the Bureau of Ocean Energy Management, Regulation and Enforcement. Shell had to resubmit its revised plans.

"Since Deepwater Horizon, BOEMRE has made significant improvements to the regulation and oversight of offshore oil and gas development," the agency said through a spokesman. "Permit applications for drilling projects must meet new standards for well-design, casing, and cementing, and be independently certified by a professional engineer per the new drilling safety rule. All of these improvements and experiences will go into further reviews of oil spill response plans."

In addition to obtaining more spill-response equipment, Shell says it is adapting technology being developed for the Gulf of Mexico that would allow drillers to quickly cap a damaged well or direct oil from a blow-out to tankers on the surface.

During the last 6 months the company has landed both new and extended contracts with oil majors such as Nexen Petroleum U.K Ltd, BP, Talisman Energy (UK) Limited and ConocoPhillips.

Work has included the provision of electrical goods to support maintenance of offshore assets and hazardous area inspection services to meet operational requirements in the North Sea.

ADX Energy Ltd is pleased to announce that the award process for the offshore exploration permit d 364 C.R-.AX in Italian waters has been completed. The adjacent permit d 363 C.R-.AX is under application by ADX.

The awarded permit is contiguous to ADX’s offshore Tunisian Kerkouane permit which contains the Dougga gas condensate discovery and the Lambouka gas discovery. ADX is the operator of the permit and holds a 100% interest.

Previous exploration work within the Pantelleria and Kerkouane permits has identified a number of prospects and leads as well as prospective hydrocarbon fairways which have previously remained undetected. Recently acquired geophysical data has confirmed this interpretation.

These highly prospective fairways trend into the offshore areas covered by the new permit. The permit has not seen modern seismic techniques but success in the area has attracted the recent interest of majors such as Shell and Repsol.

High prospectivity combined with the excellent fiscal terms in Italy represents ADX’s ongoing strategy of focusing its resources on core areas which offer proven prospectivity, materiality and potential for quick commercialization.

GE O&G' Drilling & Production business has received a contract of approximately $45 million to supply and service the industry's largest tension leg platform (TLP) marine riser Tensioner Systems to Chevron for deployment in its Big Foot oil and gas field in the deepwater Gulf of Mexico.

A TLP is a vertically moored floating structure suited for use in a wide range of water depths. GE is making key design modifications to develop 'push-up' style marine riser Tensioner equipment to enable the Chevron Big Foot oil and gas field TLP to deal with the challenging wave and current movement conditions of deepwater applications. To date, TLPs have been successfully deployed in water depths approaching 5,000 feet. The GE-Chevron Big Foot unit will be the first to operate in depths of 5,200 feet.

Manuel Terranova, senior vice president—global regions and sales, Drilling & Production, GE Oil & Gas said, "For this deepwater application, we are utilizing innovative technology to deliver customized 'push-up' style TLP Tensioners that offer Chevron an efficient and reliable solution for their challenging deepwater requirements. We are pleased to be supporting this important Chevron project which will contribute to the stability of future U.S. energy supply."

The Big Foot TLP will be Chevron's sixth operated facility in the deepwater Gulf of Mexico and will be located approximately 225 miles south of New Orleans. The TLP will include an on-board drilling rig and will have a production capacity of 75,000 barrels of oil and 25 million cubic feet of natural gas per day. Installation of the TLP is scheduled to begin in November 2012 and first oil is expected in 2014.

OMV New Zealand announced the award of the Petroleum Exploration Permit 53537 in the Taranaki Basin. OMV New Zealand holds a 65% interest in the permit and is the operator. Octanex NZ Ltd holds a 35% interest.

PEP 53537 is located west of PEP 51906, which is also held by the same Joint Venture partners. The OMV-operated Maari oilfield lies 25 km to the southeast of PEP 53537.

"OMV has been involved in the Taranaki region since first coming to New Zealand in 1999 and it remains a cornerstone of our New Zealand operations, in terms of both production and exploration," Peter Zeilinger, OMV New Zealand's Managing Director, stated.
PEP 53537 work commitments include 2D and 3D seismic acquisition and reprocessing in the first 18 months, followed by technical studies. A "drill or drop" commitment is due by July 5, 2013.

OMV and Octanex are currently nearing completion of their seismic survey in the adjacent permit PEP 51906. It is intended to commence a 2D seismic survey in PEP 53537 immediately thereafter, using the same seismic vessel.

Clough announced the award of a circa A$45 million contract to the STREICHER-Clough Joint Venture (SCJV) for pipeline construction work on the Macedon Project.

SCJV is a 50/50% joint venture between Clough and Germany's pipeline engineering and construction specialists, STREICHER Group.

The scope of work includes horizontal directional drilling, construction of an onshore wet gas pipeline and sales gas pipeline and umbilical installation. Work is due to commence in June 2011 with completion anticipated in May 2012.

"We are delighted to be working on this important Western Australian project," said Clough's CEO John Smith.

"We will utilize resources and expertise from our Clough Seam Gas division and partner STREICHER to deliver the best possible project outcomes."

Aker Solutions has won a contract from Daewoo Shipbuilding & Marine Equipment to supply a complete drilling equipment package for a new deepwater drillship.

The contract is worth about NOK 540 million. The drill ship will be owned and operated by Tungsten Explorer Company, a subsidiary of Vantage Drilling.

"We are very pleased to have won another contract to deliver our deepwater drilling equipment and systems, which underlines our strong and fruitful relationships with the yard and the team at Vantage Drilling," said Thor Arne Håverstad, executive vice president and head of Aker Solutions' drilling technologies business.

Subsea 7 announced the award of the Kumang Cluster Project by Petronas Carigali to Subsea 7 Malaysia Sdn Bhd. This award further cements Subsea 7's position in Asia Pacific and Middle East Region.

The project involves the transportation and installation of subsea structures, 5km of umbilical cable, pipeline jumpers and electrical flying leads, including the pre-commissioning of an existing 24" 5km pipeline and new umbilical in the Kumang Field.

The workscope comprises project management and engineering associated with the installation of the subsea equipment. A combined team from Subsea 7 and PETRONAS Carigali will deliver the project enabling greater development and understanding of deepwater technologies and allow most operations to be completed utilizing diverless intervention techniques. The work involves a high level of Malaysian content and will be managed by Subsea 7's office in Kuala Lumpur.

The project will be completed in two phases utilizing Rockwater 2 in 2011.

Hamworthy has won a major contract from Hyundai Heavy Industries (HHI) to supply a complete inert gas generator system, as part of the shipbuilder's latest Floating Production Storage and Offloading (FPSO) newbuild contract.

The contract calls for delivery of a fully assembled inert gas system (IGS) to the Goliat FPSO, to be located in the Barents Sea.

HHI has an engineering, procurement and construction contract with ENI Norge, operator of the Goliat field, with an ownership share of 65%. Statoil holds the remaining 35%.

The IGS plant is being manufactured and tested at Hamworthy's site in Moss and will be delivered early in 2012. It will be fitted inside a tailor-made enclosure, ensuring that the system is protected from the harsh Barents Sea environment.

"This contract award follows previous successful deliveries to HHI and we are proud to once again be selected as the supplier for such a technically advanced project," said Odd Ivar Lindløv, Hamworthy Moss, Offshore Business Unit Director.

The Goliat order follows Hamworthy's supply of the inert gas system for the FPSOs Usan and Akpo, to be deployed offshore Nigeria, which were also constructed by HHI. These vessels are two of four, two million barrel storage capacity FPSOs under construction for Total to which Hamworthy is contributing complete inert gas systems.

The Goliat FPSO will have a production capacity of around 110,000 barrels of oil per day, gas processing capacity of almost 4 million m3 per day and an oil storage capacity of one million barrels of oil. It has been designed according to the strict environmental requirements demanded by operations in the Barents Sea, to minimise emissions and ensure no discharges during normal operations.

Wood Group has been granted a multi-million dollar, 42-month contract by Chevron U.S.A. Inc. for the planning, managing and field execution of commissioning for the Jack/St. Malo semi-submersible hub production facility. Work will be performed by DSI, Wood Group PSN's commissioning services business.

The Jack/St. Malo platform will be installed in 7,000 feet of water in the Walker Ridge section of the US Gulf of Mexico and will have an initial design capacity of 170,000 barrels per day of oil.

DSI's commissioning will be performed at a South Texas fabrication yard where the topsides will be fabricated and integrated with the hull, and offshore, during final installation and start-up

DSI has commissioned four other deepwater Gulf of Mexico semi-submersibles, including two that had designs similar to that of Jack & St. Malo. DSI's work for Chevron has included commissioning of the Tahiti spar in the Gulf of Mexico and the South Nemba Enhanced Recovery Project offshore Angola.

"Project commissioning proves the integrity and reliability of all operating and safety systems on a production facility prior to hydrocarbon start-up. Commissioning must be delivered to the highest quality in the deepwater Gulf of Mexico today," stated Trey Lambert, president of DSI. "We look forward to providing these critical services for Jack/St. Malo and to extending our relationship with Chevron."

Wood Group has supported the Jack & St. Malo project throughout its development. Mustang is conducting detailed design for the Jack/St. Malo topsides facilities and the integrated control and safety systems, and J P Kenny is performing detailed design for the deepwater oil export pipeline.

FoundOcean has been awarded the offshore grouting contract for a four-legged wellhead jacket in a greenfield location in the North Sea. The award forms part of a three year agreement between FoundOcean and Saipem UK. The jacket will be installed in 81m water depth and the grouting is via a sub-sea grouting system. The grout line connections are located at EL -42.70m.

Paul Burns, Operations Director for FoundOcean commented, "We're pleased to have the opportunity to work with Saipem on this project and look forward to continuing the long and successful relationship between our two companies."

The grouting operation will take place from onboard the S7000 and is due to mobilize in Q2 2011.

Aker Solutions has won two contracts to supply complete drilling equipment packages for two new deepwater drilling units that are being built by Cosco, the Chinese shipbuilding company.

The combined value of the contracts is about $195 million, and includes options for a further two units.

"These contracts underline our attractive offering in the deepwater drilling market. Current tender activity is high, and we are pleased to see that our position in the deepwater market is competitive," said Thor Arne Håverstad, executive vice president and head of Aker Solutions' drilling technologies business.

The equipment will be delivered to both units during 2012 and 2013.

SEOUL, May 11 Asia Pulse - Daewoo Shipbuilding & Marine Engineering Co. (KSE:042660), South Korea's No. 2 shipbuilder, said Wednesday that it has won a deal to build a drill ship for Vantage Drilling.

Under the deal with Vantage Drilling of the U.S., Daewoo Shipbuilding will deliver the vessel used to find oil and gas wells in deep waters, by May 2013, the company said in a statement. The value of the contract was not revealed.

Daewoo Shipbuilding said it has an option to build one more drill ship.

The vessels, 238 meters long and 42 meters wide, are capable of drilling in waters up to 12,000 feet deep.

The shipbuilder said a steady rise in demand for such specialized vessels is expected due in part to a steady rise in crude oil prices that have made deep sea exploration and development more profitable.

Daewoo Shipbuilding is targeting orders valued at US$11 billion this year.
