Canadian natural gas producers on Sept. 8 announced new guiding principles for hydraulic fracturing that guide water management and improved water and fluids reporting practices for shale gas development in Canada. The principles were created by members of the Canadian Association of Petroleum Producers (CAPP) and apply to all CAPP natural gas producing members, large and small, operating in Canada.

“Protecting Canada’s water resources is fundamental to our social licence to operate and to grow,” said CAPP president Dave Collyer. “Canada’s upstream industry has a strong track record as a safe and reliable producer of natural gas. With the increase in natural gas production from unconventional sources such as shale, Canadians have told us they want more information as to how industry uses and protects water. We respect that request, and these CAPP principles articulate our water management objectives and water protection practices, as well as our focus on improving our water performance over time.”

CAPP’s guiding principles for hydraulic fracturing apply in all jurisdictions in which the upstream industry operates in Canada. They were created with the understanding that some provinces are working on regulation, and we expect the principles to complement potential future regulatory requirements.

Canada has abundant unconventional natural gas resources, including shale gas. Technological innovations, particularly horizontal multi-well pad drilling and hydraulic fracturing, have made it possible for industry to economically develop shale gas resources in tight rock formations. The application of hydraulic fracturing technology requires the use of significant quantities of water, which necessitates increased focus by industry on both water use and water quality.

“The Canadian natural gas industry supports all regulations that govern hydraulic fracturing, water use and water protection, because we recognize water is a valuable resource,” said Michael McAllister, executive vice-president of Encana. “Strong regulations exist in regions of active unconventional gas development. Similar regulations are being developed in regions with an emerging unconventional natural gas sector, to ensure protection of water resources and provide the public confidence that these resources are being developed responsibly.”

The guiding principles for hydraulic fracturing are available on CAPP’s website at capp.ca . CAPP is also developing recommended practices to support the guiding principles for hydraulic fracturing. For example, a recommended practice describing CAPP member companies’ requirements for disclosure of fracturing fluid additives is under development. These recommended practices will be available on CAPP’s website as each is finalized.

Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) Director Michael R. Bromwich today announced that the bureau has developed and implemented several new tools to help offshore oil and gas operators improve their exploration and development plan and permit applications. These tools will allow offshore operators to better track their submissions and improve the quality and completeness of their applications, which will decrease processing delays.

“We continue to meet with operators individually and in large groups on a frequent basis. We take very seriously requests for additional information and additional clarity regarding our plan and permit review process. Recently, we have been asked to identify the most common errors and the most frequently-encountered reasons for plan and permit applications to be returned to operators,” said Director Bromwich. “Our goal is to reduce the amount of back and forth with plan and permit applications and to help the industry learn from the best practices that many operators have developed to submit successful applications. That will result in higher quality applications in the first instance and reduce the need for them to be returned to operators. We will continue to search for additional ways to improve our own processes and make them more efficient, without in any way modifying or relaxing the more stringent safety and environmental rules we have implemented over the past year.”

With respect to permits, BOEMRE has added a new feature to its online application system (eWells), which allows authorized users to track the status of permit applications. This allows operators to follow where their application is in the processing system. This increases transparency and provides greater predictability for operators.

With respect to plans, BOEMRE has announced a new online resource to help operators improve the accuracy of their exploration plan (EP) and development operation coordination document (DOCD) submissions. The website offers fact sheets and documents to assist offshore operators in submitting complete applications, which will decrease processing delays. Guidance includes a fact sheet that offers information on how operators can submit stronger applications, frequently asked questions on the specific elements of a successful submission, and a new EP/DOCD checklist that can be used to ensure the inclusion of needed information in an operator’s application. Today’s announcements were shared with more than 200 offshore industry personnel at a workshop held by BOEMRE in its Gulf of Mexico Regional office. The full-day workshop includes a discussion of common errors and omissions found in the submission of permit applications, and overviews and updates on sub-sea containment and the bureau’s well screening tool. One highlight will be an industry panel that will discuss proven methods and strategies for the completion of fully compliant permit applications focusing on the well screening tool, a critical aspect of the sub-sea containment requirements which is most often a cause of returned permit applications.

These improvements in the permit and plan review process are consistent with other reforms in the process that have recently been implemented. In early June, BOEMRE announced specific improvements to the permit application and review process, including the publication of a permit application checklist to assist offshore oil and gas operators in submitting complete applications to drill. The bureau also implemented a requirement that BOEMRE personnel conduct completeness checks before beginning an in-depth, substantive review of the application. This allows staff to capture the major gaps in the submission early in the review process. In addition, we developed clear permit review priorities that will expedite our review. BOEMRE has approved 113 deepwater permits for 34 unique wells that require subsea containment since an applicant first successfully demonstrated containment capabilities in mid-February. There are currently 17 permits pending and 22 permits have been returned to the operator with requests for additional information, particularly information regarding containment. Additionally, BOEMRE has approved 45 permits for activities including water injection wells and procedures using surface blowout preventers. Only 1 of these permits is pending and 1 permit has been returned to the operator for additional information.

BOEMRE has also approved 69 new shallow water well permits have been issued since the implementation of new safety and environmental standards on June 8, 2010. Permits have averaged more than 7 per month since fall 2010, compared to an average of 8 permits per month in 2009. Just 13 of these permits are currently pending; with 10 having been returned to the operator for more information.

Schlumberger announced the release of the IntelliZone Compact modular multizonal management system. The IntelliZone Compact system is the first in the industry to integrate modular components in one compact unit, which enables operators to optimize well production and reduce time to deployment.

"The streamlined process of design through assembly reduces time to deployment from the typical eight to 10 months required for conventional intelligent completions to only eight to 10 weeks," said Mike Garding, president, Schlumberger Completions. "The compact length and integrated assembly of the IntelliZone Compact system makes it easier, faster and safer to deploy. This fully integrated intelligent completions system will encourage more operators to deploy intelligent completions technology."

The IntelliZone Compact system enables multizonal production management and selective control of multiple zones. The system can be installed in up to 15 zones, using only five hydraulic control lines. A software-controlled automatic power unit allows multiple zones to be controlled simultaneously and in real time, greatly increasing selective well control capabilities.

The system components are engineered, preassembled and pre-tested to work together as a single unit, a radical shift from the individual component approach of the past. The units are delivered to the well site ready to install, right out of the box, which decreases installation rig time.

Installation complexity and cost are reduced through the hydraulic multidrop module that allows for flow control valves to be deployed on fewer hydraulic control lines than with traditional systems. The IntelliZone Compact dual-gauge station provides annulus and tubing pressure and temperature measurements as well as the absolute position of the flow control valve choke.

The system is available for a wide variety of applications:
  • brownfield wells with bypassed marginal reserves requiring zonal management,
  • wells with water cut issues, compartmentalizing long horizontal wells,
  • cost effective extended well testing,
  • commingled-flow completions to accelerate well productivity and allow back allocation and zonal control in artificially lifted wells.

Halliburton has deployed the most recent addition to its horizontal completion portfolio. The new RapidFrac™ completion system allows operators to set new standards for fracture completion efficiency and post-fracture production.

This innovative horizontal sliding sleeve completion system is a differentiating technology that allows for enhanced reservoir contact. In a changing landscape where operators are drilling longer laterals that require increasingly complex completions, the RapidFrac system delivers several unique differences from the "plug and perforate" system and other similar techniques.

The RapidFrac system uses a metering process that enables a single ball to open multiple sleeves isolated within an interval by swellable packers. Each RapidFrac sleeve can be tailored to specific fracture requirements along a horizontal wellbore so as to enhance post-frack production. Up to 90 sleeves can be incorporated into any one horizontal completion, ensuring maximized stimulated reservoir volume. By facilitating continuous pumping, the RapidFrac system reduces stimulation cycle time from days to hours and reduces the volume of water consumed.

"The RapidFrac system allows operators to optimize completion design, reduce operational risk, and materially reduce the time to first hydrocarbons," said Marc Edwards, senior vice president, Halliburton Completion and Production Division. "This technology also enables Halliburton to increase the utilization of its unconventional asset fleet."

Although initial system deployments have occurred in the Bakken Shale with Brigham Exploration and Williams Production Company, this technology has application for shale developments on a global basis.

"Brigham's success in the Bakken has been driven by its early adoption of game-changing technologies," said Lance Langford, executive vice president, Brigham Exploration. "We believe our industry is in the very early stage of developing tools and techniques to optimally exploit the Bakken and working with Halliburton to successfully launch its RapidFrac system is an example of what can be done in this world class resource."

In order to prove this technology with Halliburton, Williams drilled two comparable offset wells. The first was completed with the traditional "plug and perforate" method and the second utilized the RapidFrac system.

"The new RapidFrac completion system delivered significant performance benefits," said William Stenzel, vice president, Williams Williston. "(The) RapidFrac (system) enabled us to complete the well in less than half the time of a "plug and perforate" system, while delivering a stronger early time production performance. This is a major step forward in completion efficiency."

Halliburton continues to develop technical innovations designed to address the efficiency and effectiveness of unconventional hydrocarbon development, while meeting the highest environmental and safety standards.

Delta Marine Technology, Inc. (DMTI) has opened a new business unit, Construction Division. Previously known for its work in offshore environments, DMTI has begun constructing oil & gas gathering pipelines using a combination of prudent engineering, extensive construction backgrounds, and innovative techniques. DMTI has been awarded a construction contract with Ballard Natural Gas, Inc. to install more than 15,500 feet of 4" pipe to tie its De Zavalla #1 well to a 12" gas transmission pipeline owned and operated by Kinder Morgan Texas Pipeline, LLC. This new pipeline right-of-way (ROW) will lie entirely within a heavily populated and industrialized region of Channelview, Texas. Construction will involve both trenching and directional drilling (HDD) depending conditions encountered along the ROW.

Work began on July 12th and it is anticipated that the project will be completed in three weeks using the approach being employed by DMTI. This target represents a 50% reduction in Ballard's construction schedule and easily achievable if no delays are due to unforeseen weather conditions occur. The net result will be that the well will begin producing income for its owners much sooner than expected. In addition to the construction, the project includes the design and installation of a cathodic protection system along with complete pigging, hydro-testing, and drying until the pipeline meets a -20 F Criteria prior to commissioning the system.

DMTI's Onshore Construction Division will be actively gearing up to be able to handle some of the similar needs for other companies. This business unit will be based out of DMTI's offices in Montgomery, Texas.

McMoRan confirmed that its ultra-deep drilling programs in shallow waters of the Gulf of Mexico can be pursued safely, and unveiled more finds in its Davy Jones prospect.

The company said its exploration activities have indicated the potential for large accumulations of hydrocarbons at the deeper depths.

Its shares were up 8.6% at $18 in recent premarket trading. The stock through Tuesday's close has risen 50%.

McMoran, which focuses on such "deep gas plays" has been pinning its hopes on the Davy Jones project, which the company has said has the potential to be one of the largest on the Gulf's shelf in decades.

This month, one of its wells in the Davy Jones prospect encountered 192 net feet of potential hydrocarbons. McMoRan is evaluating development options and expects to complete the well in the second quarter of next year.

The company late this year also plans to complete and flow test another well, which it previously reported logged 200 net feet of hydrocarbon pay. McMoRan holds a 60.4% working interest and a 47.9% net revenue interest in Davy Jones.

Other working interest owners include Energy XXI (Bermuda) with a 15.8% interest, Nippon Oil Exploration USA Limited at 12%, W.A. "Tex" Moncrief, Jr. at 8.8% and a private investor with 3%.

McMoRan late last year acquired Plains Exploration & Production Co.'s shallow-water operations in the Gulf plus other assets in a deal initially valued at $818.1 million.

Parker Energy Products Division (EPD), a division of Parker Hannifin Corporation, is introducing their subsea metrology and dimensional control services to the Gulf of Mexico oil and gas market.

EPD has demonstrated their success with photogrammetry, surveying and position monitoring services in Northern Europe and Asia Pacific. Recently the division has added technical staff in Houston, Texas to support the metrology service expansion to the Gulf of Mexico.

The first subsea metrology system Parker will utilize in this market is SICAMS®; a single camera metrology system used to obtain accurate subsea measurements (centerline distances, diameters, pitch and roll) of existing structures. With SICAMS®, data can be gathered simply, efficiently, and precisely. Unlike other metrology systems, SICAMS® is revolutionary because it does not require acoustics or a full survey crew. Achieving an accuracy of 1 part in 5,000 is routine with Parker's system, though higher accuracies have been measured. Its state-of-the-art processing capability promises quick calculation and deliverables on-site.

Germany unveiled its new policy towards Africa, which shifts the stress away from selfless development aid and puts more emphasis on the German interest in obtaining minerals and oil.

Foreign Minister Guido Westerwelle set out the details just before he was due to leave Berlin on a visit to Sudan. His trip was however cancelled because drifting ash from a volcano erupting in Eritrea, made aviation in the area unsafe.

German business is to be encouraged to negotiate deals that combine investment in the 53-nation continent with extraction rights under the new policy.

The European country's approach to Africa would be "internally consistent, set realistic objectives and serve our values and interests," according to the policy paper.

The center-right government's policy is binding on all ministries and agencies dealing with Africa.

Germany was a colonial power in Africa until the end of the First World War in 1918, when it lost control of all the territories that are today known as Namibia, Tanzania, Rwanda, Burundi, Cameroon and Togo.

Its interest in Africa revived in the post-colonial period, with many Germans eager to use their wealth to end world poverty, but disillusionment soon set in amid reports of waste and corruption.

Under the new policy Berlin adopts a tougher approach to Africa, that requires future development aid spending to achieve "value for money" and better market access for German companies. The 29-page policy document talks of a "partnership between equals" and gives "peace and security in our neighborhood" as Germany's prime objective.

The document also mentions "irregular migration" from Africa as something Berlin wants to prevent.

The paper said Germany will stress its own values in Africa, including good governance and democracy, and hopes the 32 African nations that allow the death penalty will abolish it.

Berlin will also push for more rights for women and an end to laws against homosexuality. However the policy paper does not suggest that aid would be conditional on such countries changing their laws.

"We don't need to infect Africa with the germ of a love of freedom. It exists there already," said Westerwelle.

Referring to the revolts in North Africa, he said, "What we are experiencing in Africa is perhaps the most fascinating proof that the world is changing."

Africa was not being given a big enough place in world diplomacy, according to Westerwelle, noting that no African nation had a permanent UN Security Council seat.

"Africa is seriously under-represented in the global balance," he said.

Several aid groups in Berlin criticized the proposals to put aid under tough scrutiny and require it to yield economic benefits.

A joint response by several non-government organizations said the policy ignored the reality of the lives of the majority of Africans who live in rural areas, putting business interests ahead of beating poverty.

One aid group, Welthungerhilfe criticized the policy's hostility to import controls that protect African industries.

"Sometimes it serves economic development to protect newly created markets for a certain time," said the group's secretary, Wolfgang Jamann.

Chancellor Angela Merkel's cabinet meanwhile passed a resolution to recognize southern Sudan as Africa's 54th independent state when it gains independence from Khartoum on July 9. Westerwelle had been set to visit both parts during his scheduled three-day trip.

Germany will be chairing the UN Security Council when the new state is admitted to the UN next month.

At the Society of Petrophysicists and Well Log Analysts Annual Symposium, Schlumberger announced the release of Techlog 2011 software.

"This latest release of Techlog enables customization at several levels of granularity—from the corporate perspective, within a project, and for the petrophysicist, geoscientist or engineer," said Stephanie Gottlib-Zeh, vice president, Geoscience and Drilling, Schlumberger Information Solutions (SIS). "This ensures consistency and auditability, while still supporting productivity and personalized workflows for individual users."

The new Pore Pressure Prediction module incorporates industry standard methods to compute the pore pressure and fracture gradients and establish the safe mud weight window to ensure safe drilling operations. The 2011 release also sees the full implementation of GeoFrame ELAN functionality in Techlog, augmenting the existing mineral solver capabilities with the proven algorithms from this industry recognized application. Other advanced applications such as NMR and Wellbore Imaging received significant upgrades in this release.

The 2011 release delivers a complete modernization of the application interface. The new ribbon interface combines highly intuitive icons with complete customization capability—to bring clarity and knowledge sharing directly into the application. A key innovation in usability, the convenient dashboard mode supports automatic window tiling to maximize the workspace and reduce mouse movements. Furthermore, an intelligent right-mouse-click in context brings frequently used tools and actions directly to the users' fingertips. All of these new developments ensure a significant increase in productivity.

The powerful workflow interface enables users to create comprehensive cross-domain analysis workflows that are applicable across single or multiple wells with equal ease. Workflows can be saved and shared as templates, edited and re-applied to new data facilitating consistency, ease of use and efficient sharing of expertise across asset teams.

The increased technical sophistication of drill ships and other mobile drilling units, coupled with the greater regulatory oversight of offshore drilling, has spurred ABS to develop a new suite of classification standards and notations intended to provide MODU operators with increased confidence that their operations are being conducted to the highest demonstrable standards.

"ABS is the leading provider of classification services to the offshore sector," said ABS President and CEO Christopher J. Wiernicki. "We have been talking with the industry, regulators and others with related interests. This has helped us to clearly define existing standards that can be improved, and to also identify those new areas that would benefit from having an independent, third party set of standards that properly address the new technologies that are being incorporated into the latest designs of drillships, semis and jackups."

That research has indicated a broad range of both design and operational aspects that warrant additional guidance, according to Ken Richardson, ABS Vice President, Energy Development. "Obviously enhanced standards for the classification of drilling systems are key components," he noted, "but operators are also looking for a more holistic approach to the maintenance of their assets and we have developed new notations that can be used by an operator to demonstrate the effectiveness of their maintenance programs."

Richardson also emphasized the need, expressed by many of the ABS MODU operators for an effective independent standard that addresses the integration of the ubiquitous, and increasingly complex, software programs that are essential for the operation of the unit as a whole. "The offshore sector has always been a leader in developing and adopting new technologies and novel concepts," Richardson added. "There is a lot of innovative thinking that goes into the development of the individual components that are brought together in the modern drillship. The key to the safe and seamless operation of the unit is the ability of all these components to function together in a manner that can be controlled by the operational team on board. That is the basis of a lot of our research and the development of our new software notations."

New notations that have been developed by ABS for the drilling sector include Integrated Software Quality Management (ISQM), Systems Verification (SV), DRILLSHIP, Asset Integrity Management (AIM) and Rapid Response Damage Assessment (RRDA). Existing notations that have been enhanced include Classification of Drilling Systems (CDS), Hull Inspection and Maintenance Program (HIMP), Reliability Centered Maintenance (RCM), and Environmental Protection (ENVIRO-OS).

ISQM is a risk-based software development and maintenance process built on internationally recognized standards. The ISQM process validates the software installation on the unit and then monitors for consistency when there are software updates or a change in hardware. ISQM provides a process to manage software over the offshore unit's life.

"There is growing recognition within industry that organizations will need to institute a change management process for software," says Bret Montaruli, ABS Vice President, Offshore Technology. "Industry has traditionally focused on structures and equipment. However, software has become such an important component in the operational phase particularly since control systems for offshore installations and units become more complex. Successful implementation relies heavily on the integration of software developed by multiple vendors." The ABS ISQM Guide places emphasis on the verification and validation of the multiple software packages. The benefit to owners and operators is an increased level of confidence in software reliability with the goal of decreasing downtime and reducing the risk of software related incidents."

The SV notation allows operators to benefit from verifying that the software has been developed in a recognized process that meets the operator's needs and performs as expected. Upgrades and new releases that are routinely made by vendors and which may introduce errors into the system and increase downtime or cause other operating problems are also subject to verification prior to installation.

Award of the DRILLSHIP notation indicates that the vessel has been designed and constructed to the standards contained in the Guide for Drillships. As the principal class society for drillships, ABS is taking the lessons learned and is clarifying the criteria for these specialized vessels.

Asset Integrity Management is a concept that is well established within the offshore sector and has received renewed attention. "Operators are looking for third party confirmation that the day to day maintenance and management of their units conforms to a clear, industry accepted standard and the new ABS AIM notation provides them with such verification," says Richardson. "It builds on the existing Hull Inspection and maintenance Program (HIMP) requirements that several operators have adopted, taking a more holistic approach to the overall management of the MODU." A key element of this is the addition of a state-of-the-art loads and configuration approach that provides the operator with a tool to better understand the operational loads to which the unit is subject.

While HIMP is directed at the inspection and maintenance of the unit's structure, the companion Reliability Centered Maintenance (RCM) notation addresses the manner in which the machinery and equipment on board the unit is maintained, including replacement and repair strategies that are pre-emptive in their approach.

The ABS RRDA program and notation is a well established offering within the shipping industry and has now been enhanced and made available to offshore operators. "The technical assessment of an offshore structure can be much more complex than for a ship such as a tanker," explains ABS Chief Technology Officer Todd Grove. "Many offshore units are unique in their architecture so that the necessary modeling of the unit is similarly complex and the programs must be specifically tailored to the unit. Incidents affecting offshore units over the recent past have highlighted the importance of having the ability to quickly evaluate the unit in the damaged condition so that pro-active response strategies can be implemented that may be able to stabilize the situation preventing or minimizing the possibility of loss of life or ensuing pollution."

ABS has offered the voluntary CDS notation for many years. ABS has revisited the standards with industry and other interested parties to identify those areas that should be strengthened or clarified. The newly issued Guide for the Classification of Drilling Systems includes these enhanced standards and takes a more holistic approach to the entire drilling system from the drill floor to the wellhead including the blow out preventer.

The ENVIRO-OS or ENVIRO-OS+ denotes adherence to enhanced standards for environmental protection. The notation takes into account procedures and requirements for ballast water and sewage management, anti-fouling applications, airborne pollutant discharges, fuel oil and the use of exhaust gas cleaning systems, refrigerants and the Green Passport for ship recycling.
