BP Appeals Russian Court Ruling That Permitted Office Search

- BP Appeals Russian Court Ruling That Permitted Office Search

by Alexis Flynn

BP said Wednesday its subsidiary BP Exploration Operating Company Ltd. is appealing a Russian court order that allowed bailiffs to search the company's Moscow office last week.

BP said the raid by authorities, to seize documents related to a lawsuit filed by a minority shareholder in BP's Russian joint venture TNK-BP, was unlawful as BP EOC had no connection with TNK-BP.

The minority shareholder is seeking compensation for losses following the failure of BP's Arctic exploration agreement with Rosneft.

"BP EOC believes that the court decision contradicts the applicable Russian legislation and is misconceived," said the U.K. energy giant.

"The request to BP EOC to hand over documents is based on an inaccurate and false premise and should not be allowed to stand," BP said in a statement. "The ruling authorizes a search for documents which would allow the plaintiff's representatives to gain access to almost all corporate documentation of BP EOC, which cannot be lawful or reasonable."

MOSCOW
by Ira Iosebashvili

Russian raids on BP's Moscow offices are a means of pressuring the company's business activities within the country, BP Russia head Jeremy Huck said Wednesday, Interfax reported.

The court decree to raid BP's office "has no legal basis," Huck said.

"The work of our office is paralyzed. We see these actions as an element of pressure on BP's business in Russia."

Earlier, Russian bailiffs entered a BP Moscow office to examine documents requested in a $3 billion lawsuit filed by Siberia-based minority shareholders in BP's Russian joint venture, TNK-BP Holding (TNBP.RS).

Huck said he expected the raids to continue until the end of the week.

Heritage Bumps Production at Russian Field

- Heritage Bumps Production at Russian Field

Tuesday, August 16, 2011
Heritage Oil plc

Heritage announced that the drilling and testing of horizontal well 363 has been completed in the Zapadno Chumpasskoye Field in Russia, resulting in a significant increase in production.

Highlights
  • Production from the field has increased from 431 bopd in the first quarter to a current level of c.1,600 bopd
  • Oil is light gravity (39˚ API) and sweet
  • The well tested at rates of up to 1,405 bopd and is currently producing 1,205 bopd
  • Maximum well potential calculated to be 2,365 bopd
  • Further horizontal drilling is planned with the next well scheduled to spud in the fourth quarter

Heritage announced the drilling and testing of the first horizontal well in the Zapadno Chumpasskoye Field has completed and results have exceeded pre-drill expectations. Production from the field is currently c.1,600 bopd, which is a significant increase on the level achieved in the first quarter of 431 bopd.

Well 363 is currently producing at a controlled rate of 1,205 bopd. During the flow test, the well produced at rates of up to 1,405 bopd and the well potential has been calculated to be 2,365 bopd. Currently, we plan to drill a further horizontal well in the field in the fourth quarter.

Historical development of this reservoir throughout the region has been through conventional drilling on a grid pattern. Heritage recognized a potential opportunity to improve the efficiency and economics of field development by utilizing horizontal drilling technology, thus decreasing the number of wells and the total cost required to develop the field while potentially improving recovery. The previous reserves review and development plan undertaken by RPS Energy in June 2009 will be updated in due course incorporating the results of well 363 and management expect these results will increase the valuation of the field.

Tony Buckingham, Chief Executive Officer, commented, "We are delighted that the first horizontal well drilled on the field has surpassed our expectations and provided a step change in our production levels. This is the fourth well we have drilled on the license and its success indicates this is the best technique to optimize development of the field. We look forward to further increases in production with the next horizontal well scheduled to spud in the fourth quarter."

US Shale Gas Weakening Russian, Iranian Petro-Power -Study

- US Shale Gas Weakening Russian, Iranian Petro-Power -Study

Thursday, July 21, 2011
Rice University

Rising U.S. natural gas production from shale formations has already played a critical role in weakening Russia's ability to wield an "energy weapon" over its European customers, and this trend will accelerate in the coming decades, according to a new Baker Institute study, "Shale Gas and U.S. National Security." The study, funded by the U.S. Department of Energy, projects that Russia's natural gas market share in Western Europe will decline to as little as 13 percent by 2040, down from 27 percent in 2009.

"The geopolitical repercussions of expanding U.S. shale gas production are going to be enormous," said Amy Myers Jaffe, the Wallace S. Wilson Fellow for Energy Studies and one of the authors of the study. "By increasing alternative supplies to Europe in the form of liquefied natural gas (LNG) displaced from the U.S. market, the petro-power of Russia, Venezuela and Iran is faltering on the back of plentiful American natural gas supply."

The study concludes that timely development of U.S. shale gas resources will limit the need for the United States to import LNG for at least two to three decades, thereby reducing negative energy-related stress on the U.S. trade deficit and economy. By creating greater competition among gas suppliers in global markets, shale gas will also lower the cost to average Americans of reducing greenhouse gases as the country moves to lower carbon fuels.

The Baker Institute study dismisses the notion, recently debated in the U.S. media, that the shale gas revolution is a transitory occurrence. The study projects that U.S. shale production will more than quadruple by 2040 from 2010 levels of more than 10 billion cubic feet per day, reaching more than 50 percent of total U.S. natural gas production by the 2030s. The study incorporates independent scientific and economic literature on shale costs and resources, including assessments by organizations such as the U.S. Geological Survey, the Potential Gas Committee and scholarly peer-reviewed papers of the American Association of Petroleum Geologists,

"The idea that shale gas is a flash-in-the-pan is simply incorrect," said Kenneth Medlock III, the James A. Baker III and Susan G. Baker Fellow for Energy and Resources Economics and co-author of the study. "The geologic data on the shale resource is hard science and the innovations that have occurred in the field to make this resource accessible are nothing short of game-changing. In fact, we continue to learn as we progress in this play, and it is vital that we understand and embrace the opportune circumstances that shale resources provide. U.S. policymakers should not get diverted from the real opportunities that responsible development of our domestic shale resources present."

Other findings of the study include that U.S. shale gas will:
  • Reduce competition for LNG supplies from the Middle East and thereby moderate prices and spur greater use of natural gas, an outcome with significant implications for global environmental objectives.
  • Combat the long-term potential monopoly power of a "gas OPEC."
  • Reduce U.S. and Chinese dependence on Middle East natural gas supplies, lowering the incentives for geopolitical and commercial competition between the two largest consuming countries and providing both countries with new opportunities to diversify their energy supply.
  • Reduce Iran's ability to tap energy diplomacy as a means to strengthen its regional power or to buttress its nuclear aspirations.

Friday, June 03, 2011
Dow Jones Newswires

The Japanese government is in talks with Russia's state-owned Rosneft to jointly develop oil fields in eastern Siberia and the Far East, with exploration starting as early as this year, The Nikkei reported early Saturday.

Japan's Ministry of Economy, Trade and Industry and Russia's top petroleum company will form a working-level committee this summer to study deposits in the Magadan oil field in the Sea of Okhotsk as well as in eastern Siberia. If promising reserves are found, a new firm will be established, with a Japanese consortium holding a stake of up to 49%.

Inpex, Japan Oil, Gas and Metals National Corp., and trading houses are expected to participate.

After the March earthquake and tsunami, Russia proposed joint resource and energy development with Japan. Despite territorial disputes with Russia over islands off Hokkaido, Japan aims to strengthen bilateral economic relations and secure a steady supply of petroleum.

A geological research institute estimates that the Magadan field holds about 1.8 billion barrels of oil.

BP Remains Hopeful over Russian Arctic Deal

- BP Remains Hopeful over Russian Arctic Deal

Tuesday, May 17, 2011
Deutsche Presse-Agentur (dpa)

BP's plans for a major Arctic oil exploration deal with Russian state oil group Rosneft suffered a major setback Tuesday following the failure of a massive share swap transaction agreed in January, the oil company said in London.

Talks to broker a settlement with TNK-BP, the company's existing Russian partner, which had blocked the deal, ended without agreement, meaning that BP missed a midnight deadline set by Rosneft to get the deal back on track.

BP said in a statement that discussions would continue between all parties.

The announcement is the latest twist in a protracted saga that started in January when BP and Rosneft announced a share swap of 8 billion pounds (13 billion dollars) that included exploration rights for the Kara Sea in the Arctic.

The deal was subsequently scuppered after TNK-BP successfully claimed it breached an earlier agreement that TNK-BP had to be included in deals undertaken by BP in Russia.

The latest talks reportedly involved a 18.5 billion-pound buyout of TNK-BP, which is owned by a consortium of Russian billionaires called Alfa Access Renova (AAR).

BP said Tuesday it was still hopeful a deal could be struck, adding it would intensify its efforts to ensure TNK-BP's continued success.

"In recent months, BP has conducted detailed negotiations with AAR and Rosneft to seek a reasonable and businesslike solution that would allow the agreements to proceed to the satisfaction of all parties."

"Such a solution has not been found at this time, although talks will continue," it said in a statement.
